What I am seeing is not people not being diligent in their research, but people not being diligent in their reviewing of research. But maybe there is a positive feedback loop here...
Literally nothing incentivizes real diligent reviews, from what I’ve seen. It’s an unpaid extra work, and the two incentives that are present are (1) maintaining and enhancing your visibility to publishers/organizers, and (2) occasionally getting insights what other groups are up to. Thus, senior researchers typically accept review assignments, but the work is outsourced to the least busy grad student that can produce a diligent-looking review.
