Why should I have to pay more for buses if I don't use a smartphone?

IMO there's unspoken context: the over 60s are given a free, physical pass that does not require a smartphone to apply for or use. There is no cost to apply nor renew. It is not means-tested. There is obviously a large cost to that - nearly £1bn across the whole of England.

It's a political choice whom to inflict operational burden or cost upon.

in London the 60+ Oyster Card is free to use on many forms of London public transport (outside morning peak) but is very much not free: ~£40 set up fee and an annual fee until age 65.

I should correct my previous comment - you get the bus pass at state pension age.

The equivalent in London is therefore the Older Persons' Freedom Pass, which I believe is free to apply for

The 60+ Card is therefore something most of the country doesn't benefit from from age 60, and the fee is perfectly reasonable

        This is sidetracking anyway
