Desktop shells may be the answer. I use Noctalia with Niri and it's a smooth ride. Were I not a NixOs nerd I'd recommend this setup to any noob.

Even if someone isn't inclined to be computer literate, a shared understanding that the interface can be tailored to your preferences and that many flavors of interface exist, would lead to improvements IMHO. This is already normalized in the Linux world, but that world is very small.
I really think DDH may be onto something with Omarchy Quattro — just provide (reasonably) sane defaults and have LLMs built into a Linux distro. The user can describe the operating system he wants, and the clankers handle fiddling with configs
It could be a good idea if LLMs actually worked reliably. Alas, they do not, and so it is the height of foolishness to build stuff on top that shaky foundation.
