There are free, web-based wizards to create PKPass-format Apple Wallet passes. This one was posted on HN a few months ago.

  The Locations field is underrated. If you have custom passes from your favorite stores, they pop up automatically when you are at that location.

  That is really neat! I've made 3, however they are all grouped together in my Apple Wallet, even though they are completely separate. Any idea why?

    I've had the same happen with dedicated 3rd-party pass-creator iOS apps - I'm guessing Apple lumps all passes together from a single 'source'? It's an annoying few extra seconds at each merchant to find and select the right card from the sub-menu, yes. :-/
