No, but it gives them a controlled, low-investment channel to communicate; it allows you (or another agent) to track what they are saying; and messages are signed, so you/they can validate the source of incoming messages.
uhhh not sure how opinionated the use of "collusion" is here, but ... the entire point appears to be agent collusion/collaboration.
