If cars are "smartphones on wheels" then who pays for the cellular subscriptions

Smartphones generally allow the user to disable cellular data ("mobile data")

If cars are "smartphones on wheels" then why not turn cellular data off

If that's not possible then perhaps cars are not "smartphones on wheels"

The ability to control whether cellular data is on or off is argubaly an important "feature" of the smartphone. Otherwise, why include it

"Smartphones", i.e., the corporate OS that run on them, generally have a "network settings" interface and allow the user to set the gateway and DNS, for example

      What about "connected vehicles"

Perhaps these are not "smartphones on wheels"
