I'm not sure this is actually correct. From what I've read, if you're in one of the 4 countries where this rolled out today then you can still install unsigned APKs on play protect devices, but the device needs to enable sideloading and then there's a 24 hour wait. After that unsigned APKs can be be installed as usual
