There's also social stigma, from where I came from at least. From where I came from, in high school there are three paths to college: Science (engineering, medical, and all in between), literature (philosophy, languages, arts, and so) and trade/ vocational education. For many at least for me (millenial) it was not an option to even think about arts and vocational education at all, that would be failure in life.
It would take a bit of time for similar societies to adjust to the new realities.
