Some absurdity here in Japan is that in order to do low-voltage work you need to be a certified "electrician", and it's a one-fit-all certification that doesn't even touch low-voltage work.
Here in Australia too. Can’t do anything until you’ve done a multi-year apprenticeship, even change a plug or a light fitting, or on the plumbing side you can’t change a tap.
