   It's difficult to get animals in captivity to mate, as environmental stressors affect them physiologically or they instictively know that conditions aren't right for raising offspring.

   Applies to people as well in many developed societies.

         You may be overestimating how much people actually want to fuck nowadays. There are much easier and less intimidating forms of entertainment available
