we literally have mobile game that have "gacha" which is full blown gamble and we pretend that the actual "online casino" is to play moral, ethics or fairness ??

Most people find current system of gambling from phone to be too much. Forcing people to physical location and limiting advertising can be good harm reduction without causing increase in crime.

this is happening on game, apps, web etc
at what point people realize that this is just the way it is and don't take action like forever ?????
there is literally countless story how people get messed up financially on internet and that is only scratch of surface

Yes, loot boxes and other types of casino games throughout the economy are a problem. Online Sports Betting has taken a small problem and caused it to be a big one so it's much more visible in public eye.
If we regulate sports betting, we should probably regulate loot boxes in FIFA 27 as well.
