    How does switching desktop OS help you retain access to email and payment services, neither of which care about your OS?

      It doesn't in and of itself, but there's no clear reason why the US government could not instruct Microsoft that sanctions include a prohibition on granting OS licenses which are likely to be used by sanctioned persons. They're trying to get ahead of things rather than do the bare minimum.
