How can this Amazon scammer keep going, not shipping any goods?

This seller has not shipped anything for months and has lots of negative reviews that are all ”fixed” by Amazon with the comment:
”Message from Amazon: The fulfilment issues associated with this order were not due to the seller”
Does the seller earn money from this? Does Amazon? Is that why they are allowed to continue?

  Once Amazon has your money, providing any kind of service or follow-up only reduces their profit. You'd think they'd worry about losing customers, but people seem to line up for the abuse.
