You can tell it is written for local people. I find it quite jarring when I have to stop reading to find out what ROTC or MSC are supposed to mean.
It's a local newspaper. It's not in English because it's seeking an international audience.But, MSC is easy enough to determine from context, and ROTC would be a familiar abbreviation for any American.
