      Yes, if you are shipping a tankerload of crude oil. For small packages, administrative and compliance costs can easily outweigh the cost of physically moving the goods.

          Not for costs associated with compliance with US regulations, which are denominated in dollars.

          In any case, FX fluctuations are a small factor compared to the direct costs of changes in the transport environment and the indirect costs of economic and regulatory uncertainty.
