                  I&#x27;m pretty sure that is a more recent development, and that at least the Soviet Union and China weren&#x27;t observers during the cold war. (But I haven&#x27;t looked it up.)

            There are over 30 US military bases in EU member states, so I would classify that as alignment with the US.

                I agree that if EU states start kicking out the US military, that would be compelling evidence of an actual shift in alignment.

                  There is shift in alignment even if the source is different. A popular headline from earlier this year was &quot;US pulling 5000 troops from Germany&quot;[1].

                    It is definitely being considered from the European side as well. Currently there&#x27;s too much dependency, but this is being worked on, and not just because America wants us to contribute more to NATO.
